Local development patterns can also create large impervious surfaces like parking lots, streets, buildings, and sidewalks that reduce the ability of the ground to absorb excess rainfall and snowmelt. This contributes to seasonal and localized flooding which almost always comes with property damage, eutrophication, erosion, and quality of life issues.

Unfortunately, FEMA flood maps are not updated frequently enough to account for these changes. You might already have residents in your town that are experiencing flooding at their property, but are located outside of official flood zones.
